Election expert Prabhas Dutta strengthens Jharkhand’s grassroots poll management


Electoral experts Prabhas Dutta and Deodas Dutta played a key role in a two-day Election Commission training workshop held in New Delhi for Jharkhand’s BLOs, DEOs, and volunteers. The programme focused on improving grassroots-level electoral preparedness through hands-on sessions, role plays, and form-filling exercises. Organised by the India International Institute of Democracy and Election Management (IIIDEM), the event emphasised efficient voter registration, C-Vigil usage, and poll-day duties.

A comprehensive two-day training programme for election functionaries from Jharkhand, organised by the Election Commission of India (ECI), concluded successfully at the India International Institute of Democracy and Election Management (IIIDEM), Dwarka, New Delhi. The training, held on May 19–20, 2025, aimed at equipping District Election Officers (DEOs), Electoral Registration Officers (EROs), Booth Level Officers (BLOs), BLO Supervisors, Booth Awareness Group (BAG) members, and Booth Level Volunteers (BLVs) with in-depth knowledge of electoral processes and best practices.

Notable electoral experts, including Prabhas Dutta and Deodas Dutta from Jharkhand, Chand Kishor Sharma from Jammu & Kashmir, and Shashi Shekhar Reddy from Karnataka, led the sessions, offering guidance on practical aspects of election work.  “Over 400 participants from Jharkhand gets training at IIIDEM New Delhi today,” said an official.

The first day began early with a yoga session, followed by a welcome address from the Hon’ble Commission. Participants were briefed on the role and responsibilities of BLOs, including appointment conditions, duties such as house-to-house surveys, and documentation procedures. Special focus was given to handling Forms 6, 7, 8, and 64, with sample scripts and formats discussed in detail.

Later sessions, led by Dutta and others, focused on the appointment and functioning of BAGs and BLVs, emphasising tools like the C-Vigil app and the Voter Helpline Portal. Afternoon sessions involved role plays, group exercises, and case studies simulating real-life election scenarios.

The workshop also served as a platform to assess form-filling accuracy and poll-day preparedness through practical exercises. Experts like Prabhas Dutta and Deodas Dutta played a central role in guiding Jharkhand’s officers, ensuring they are ready to manage grassroots-level electoral duties efficiently in elections.
