Bokaro: The Steel Authourity of India Limited (SAIL) responded positively to the 12-point demands raised by Steel Executives Federation of India (SEFI) in the meeting held on Friday. The meeting was held between SAIL’s top brass and members of SEFI. The Bokaro Steel Officer Association (BSOA), which last week had postponed its demonstration hoping for something positive in the meeting today, termed it was ‘fruitful’.
BSOA, an affiliate of SAIL, is fighting for the rights of 2000 executives working in Bokaro Steel Plant (BSL) for the past several months. BSOA chief, A K Singh said now the agitation plans have been postponed till the December SAIL board meeting. The SAIL-SEFI meeting held today had thorough discussions on the issues. SAIL bosses, for the first time, gave their views separately on each of the demands.
SAIL sources said that the meeting was headed by chairman of SAIL, Anil Chaudhary, director technical, Raw Material, H N Rai, director commercial, Shoma Mandal, director finance, K K Singh, executive director Corporate Office along with representatives of various officer associations. As inputs provided by BSOA, the SAIL Chairman during the meeting said that the market is favourable as Coal Prices are at low level, very less steel inventory in the entire country reveals that they have enough opportunity to do well.
So, SAIL units including BSL have to tighten their belt and maximise the production so that a considerable profit can be achieved in the financial year 2021. BSOA president narrating about the meeting said there was a pointwise discussion held over demands.
Below are the details of discussion held in SAIL-SEFI meeting today as provided by BSOA–
> Pay Revision: The Pay Revision issues have been discussed widely and we have demanded for 15% MGB and 35% PERKS. On the same issue of Pay Revision, Ministry also had a meeting with the head of Steel Makers and issues were discussed for early implementation of Pay Revision in SAIL. During the meeting it was observed that the SAIL Management and Ministry is positive for the early settlement of Pay Revision.
– Chairman SAIL also assured us that we are working out a plan for the Pay Revision but he also reiterated that we have to take the NJCS together for the revision of workmen. Now Ministry and Management both are in a mood to settle the revision issue together.
> Pay Disparity 2008 – 10 BATCH: This issue was widely discussed. It was agreed by CHAIRMAN- SAIL that we will explore for the settlement of the issue in line with 2018 BATCH JO’s as suggested by BSOA.
Chairman assigned this responsibility to ED(P&A) – Corporate Office to examine and address the issue.
> Restoration Of EL Encashment: The leave encasement will start with restrictions like after accumulation the leave to the highest limit etc., encasement may be allowed and/or certain % of accumulated leave.
> Designation change of Doctors approved at last board meeting.
> Payment Of PRP for the period 18 – 19 : We have demanded for the payment of incremental PRP 2% which has been rejected by DPE & Ministry Of Steel.
In this regard we are going to represent before the DPE again for reconsideration of the same.
> Amendment in the Promotion Policy: A committee will be formed which will examine the new promotion policy and accordingly the same will be made applicable.
> Compassionate transfer cases: This issue has been taken up seriously by BSOA and it was pointed out that the cases which have already been cleared from respective units and pending at corporate offices, which has come to a zero level due to amendment in the policy. It was requested by BSOA to the Hon’ble Chairman that an instruction should come from your side to clear all those cases which are already in the pipeline.
An addition to the above, Revision of TA & DA, Night Shift and HardShip Allowances; Restoration of HRA etc. has also been discussed with positive notes.
The proposal for leasing of quarters has been rejected by the Management. However, the Licensing of the quarter will continue.
